The Two-Step Amendment Process

Whether you're proposing a small wording change or a complete substitute motion, offering an amendment follows two steps: submit it, then seek recognition to bring it to the floor.

Step 1: Submit Your Motion

Click the Submit Motion tab in the Meeting Tools area of MyGA.

  1. Select the business item your amendment applies to from the dropdown list
  2. Paste or type your amendment text into the editing area. The easiest approach: go to SessionSync, copy the relevant sentence or paragraph from the item1 (or from the Motion on the Floor if you're amending an amendment), and paste it here.
  3. Format the amendment using the style guidelines:
    • Place square brackets [ ] around the text being changed (use double brackets [[ ]] if amending text that is itself part of an amendment)
    • Apply strikeout to text being deleted
    • Apply underline to text being added
  4. Click Submit Motion when you're finished

You cannot edit a motion after submitting it. Double-check your work before clicking Submit Motion. If you catch an error after submitting, contact a motion coordinator or parliamentary assistant—they can make changes on your behalf.

Step 2: Seek Recognition

Submitting a motion does not put it before the body. When the item your amendment applies to is being considered:

  1. Go to the Parliamentary Toolbox on the SessionSync tab
  2. Click Seek Recognition
  3. Select Motion to Amend
  4. Choose your motion from the Your Submitted Motions dropdown
  5. Click OK

The moderator will determine when to bring your amendment to the floor.

Timing Tips

  • You don't have to wait until an item is being debated to submit your motion. If you know you want to propose an amendment, submit it in advance—during your committee prep or before a plenary session.
  • Submitting early gives you time to ask a motion coordinator to review your formatting before the session starts.
  • However, some amendments will only occur to you during debate. That's fine—just be prepared to work through both steps in real time.
