Public Hearings
The standing rules of the General Assembly require all committees other than the Bills and Overture Committee to "schedule ... public hearings on matters before them" (Standing Rules, E.5.a). One does not have to be an official participant in the Assembly to offer testimony in these hearings. This section provides an overview of the process for both official participants in the Assembly as well as observers who may wish to speak in open hearings.
